OVERVIEW AND STATEMENT OF WORK
Introduction
The Chief Information Officer–Solutions and Partners 3 (CIO-SP3) government-wide acquisition contract (GWAC) is an indefinite delivery, indefinite quantity (IDIQ) contract managed by the National Institutes of Health (NIH), National Information Technology Acquisitions and Assessment Center (NITAAC). CIO-SP3 has a ceiling value of up to $20 billion over 10 years.
Through CIO-SP3 Small Business, Department of Defense and civilian agencies can purchase a wide range of services across 10 task areas to meet health, scientific, administrative, operational, managerial, and information management requirements. The goal of the contract is to provide government agencies the ability to quickly solicit and purchase needed IT solutions and services at reasonable prices.
As a CIO-SP3 Small Business contract holder, Alethix went through a comprehensive screening process, including review of technical capabilities, past performance, price, and cost. Alethix is an awardee in the restricted (Small Business Category) and is qualified in all 10 Task Areas.
Scope
CIO-SP3 Small Business covers a wide-range of innovative and secure solutions for agencies across the federal government, including initiatives as diverse as bioinformatics, enterprise systems, Big Data, mobility, and health IT across 10 task areas that meet scientific, health, administrative, operational, managerial, and information management requirements. The geographic scope of this requirement includes Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations.
HOW TO USE CIO-SP3 SMALL BUSINESS
Through CIO-SP3 Small Business, The National Information Technology Acquisitions and Assessment Center’s (NITAAC) online system (e-GOS) streamlines the acquisition process with automatic distribution, built-in Federal Acquisition Regulation (FAR) guidance, and more.
NITAAC offers the following program benefits to all customers:
- Easy-to-use online ordering systems for task order competition and management
- No special “Delegation of Procurement Authority” is needed from NITAAC to use our government-wide acquisition contracts (GWAC) or online systems
- Cradle-to-grave support from the NITAAC Customer Support Center
- Free comprehensive assessment of requirements within 24 hours
- Free training on GWACs, FAR 16, NITAAC contracts, and NITAAC online ordering systems; certification for two Certified Lotus Professionals (CLP) awarded
NITAAC’s online ordering system, e-GOS, streamlines the ordering process in a few easy steps:
- Customer submits request for proposal (RFP)
- NITAAC reviews scope and releases to eligible contract holders
- Optional question-and-answer period follows
- Contract holders submit proposal
- Customer evaluates and selects awardee
- Contracting Official prepares award in agencies’ contract writing system (e.g., PRISM), using the CIO-SP3 contract number
- Contracting Official loads award documents in e-GOS and submits to winning bidder
NIH is required to collect an NIH Contract Access Fee (NCAF) from its customers to reimburse the cost of operating and administering the CIO-SP3 contract. NIH has determined this fee to be 0.75 percent charged against all task orders in the restricted category and applied to the total award value for contractor performance. The total award value is all-inclusive (labor; fees, including award fees and incentive pools; and other direct costs (ODC), including travel). The NCAF is included in all proposals as a separate contract line item.
